Roofing Where the County Began

Douglas County was created in 1861 and named for Stephen A. Douglas. Franktown, which grew from Frank Gardner's settlement and fort along Cherry Creek, served as its county seat until 1874, when voters moved the seat to Castle Rock. Today Franktown has no town government of its own, so the county's building office covers every re-roof.

That history shows on the county's landmark list. Franktown Cemetery became a Douglas County landmark in 2005, and Franktown Cave joined the National Register of Historic Places in 2006. Neither designation sets rules for ordinary homes, so a standard re-roof follows the usual county process.

Rural Homes and Their Roofs

Franktown is too small for the Census Bureau's QuickFacts tables, so there's no official count of home values or owner rates to share. Rather than guess, we lean on what is known. Your property is in unincorporated Douglas County, and county rules treat every structure separately.

That matters on rural parcels. Under county rules, the house, a detached garage and a barn are each permitted on their own. Only small single-story sheds of less than 200 square feet are exempt. When you ask for an estimate, walk the roofer around every building so the price and the paperwork cover all of them.

Elevation also counts. The county requires an ice-barrier underlayment and 120 mph (Class G) shingles only for structures above 7,000 feet. Below that, shingles must meet a 90 mph (Class D) rating. We haven't verified Franktown's elevation, so ask your roofer which rule applies to your lot.

What's Covered in Franktown

  • New roof from the deck up. Tear-off is standard, since the county won't allow asphalt over asphalt. Learn more on full roof replacement.
  • Storm checks for every building. Your roofer documents damage on the house and outbuildings; you take it to your insurer. See storm and hail damage.
  • Standing-seam or metal shingles. An option for houses, barns and shops alike. Compare metal roof replacement.
  • Architectural shingles rated for wind. Your roofer confirms the rating your elevation calls for. Read shingle roof replacement.
  • Patching a small area. Under 100 square feet, the county needs no permit. Start with roof repair.

Weather Records Around Franktown

NOAA's storm database notes that on April 25, 2016, a severe storm brought nickel- to quarter-size hail across Douglas County, including 0.75-inch hail at Franktown. That's a modest event, but it puts the town on the hail map. Larger storms have hit the wider south metro, such as the September 29, 2014 hailstorm that caused $213.3 million in insured damage.

Across the state, Colorado DHSEM notes, most harmful hail lands from mid-April to mid-September, and Colorado comes in second for hail claims. Water has left its mark here too: Castlewood Dam, built around 1890 in today's Castlewood Canyon State Park, failed on August 3, 1933, causing what the state calls the second-worst flood in Denver's history.

Getting a Franktown Roofing Permit

Douglas County's Building Division, at 100 Third Street in Castle Rock, handles Franktown permits. Any full replacement, or repair beyond one roofing square, needs one. Simple swaps between asphalt and metal roofs can be filed online as an e-permit.

Two county inspections follow: one partway through, after the underlayment and a quarter to half of the new covering are down, and one when the job is finished. Your roofer must hold Class R registration with $300,000 in liability insurance. The office's number is 303-660-7497.

Local Questions About Roofs

Is Franktown under Parker's building department?

No. Franktown is unincorporated, so the Douglas County Building Division permits and inspects re-roofs. That means county Class R registration for your roofer, a mid-roof inspection and a final inspection. Parker's rules apply only inside the Town of Parker, so a Franktown address never goes through eTRAKiT.

Do I need a permit to reroof my barn?

In most cases, yes. The county permits each building separately, so a barn gets its own permit apart from the house. Small one-story sheds under 200 square feet are the exception. Have your roofer list every building in the written estimate, so nothing is left off the permit or the price.

Does my roof need an ice barrier?

Only if the structure sits above 7,000 feet, under the county's 2026 rules. Above that line, shingles also need a 120 mph wind rating. We haven't confirmed Franktown's elevation, so your roofer should check your lot before quoting materials. The answer can change both the underlayment and the shingle line on the estimate.

Has hail been recorded in Franktown?

Yes. NOAA logged 0.75-inch hail at Franktown on April 25, 2016, during a storm that hit much of Douglas County. Small hail can still loosen granules on older shingles. A free inspection is the simplest way to know where your roof stands.

Get it in writing first

For insurance-paid roofing, Colorado requires a signed contract listing scope, rough dates, cost and the roofer's insurer before work begins.

Deductible offers are illegal

A roofer may not advertise or promise to pay, waive or rebate any part of your deductible. An estimate that does can be set aside.

72 hours after a denial

If your insurer denies the roofing claim in whole or in part, you can cancel in writing within 72 hours of that written notice.
