That afternoon, NWS Boulder confirmed, an EF1 tornado touched down just south of C-470 in Highlands Ranch. Peak winds reached about 105 mph, and some damage was rated high-end EF1. The tornado traveled 8.36 miles from 3:24 to 3:50 p.m. before lifting near Lone Tree, and the storm brought hail as large as tennis balls.

That was one day, not a pattern to fear, but it's a reminder that summer storms here can bring both wind and hail. Across Colorado, hail does its damage from mid-April to mid-September, and only one state files more hail claims (Colorado DHSEM).

HRCA Review, Then the County Permit

Get covenant approval first. The HRCA states that roof replacement requires Architectural Committee approval, and the fee is $15. If your color, style and material aren't already on file, you'll need to submit a sample. Downgrades between tiers (composition, wood shake, tile) are restricted, and rolled roofing can't be approved. Call HRCA Community Improvement Services at 303-471-8821.

Then the Douglas County Building Division issues the permit (303-660-7497):

  1. A permit is required unless you're replacing less than one square (100 sq ft), and asphalt shingles can't be laid over an old layer.
  2. Your roofer must hold county Class R registration, which requires $300,000 in liability insurance, and lists the registration on the application.
  3. The county inspects at mid-roof and at final. Requests made before 3:30 p.m. are served the next business day, with a secured ladder in place.
